Investigative Analyst (Digital)

Summary

This position is located in the Treasury Inspector General for Tax Administration (TIGTA), Office of Investigations (OI), Forensic and Digital Sciences Laboratory (FDSL), Digital Forensics Support Group (DFS). 

Responsibilities

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
-Apply a comprehensive knowledge of all available digital investigative and evidence techniques to locate, sort, and evaluate information. Formulate appropriate actions with regard to problem areas, and technical or administrative procedures.
-Maintain necessary certifications to conduct legally sufficient forensic data recovery, network log analysis, mobile device forensics, and related activities in compliance with generally recognized federal law enforcement, Department of Justice, and ANAB (ANSI National Accreditation Board) standards. Provide assistance and advice in handling, identifying, and collecting computer-related evidence; determining other avenues of technical or professional help available; and determining whether data recovery or media analysis activities merit further technical assistance. May also provide on-site support, assistance, and guidance to special agents’ computer crimes and forensic data recovery matters with respect to network systems.
-Provide support and assistance to special agents regarding digital and mobile investigations and shares expertise with co-workers in support of agency goals and objectives. On own initiative, find best practices used in the digital forensics community using a variety of technical resources.
-Analyze evidence provided by investigators stationed in multiple regions throughout the nation.  Search crime scenes for digital evidence, particularly evidence contained in digital or electronic storage devices, media, mobile devices, or cloud services.
-Provide laboratory analysis of the contents of electronic storage devices seized during criminal or administrative investigations; and conduct research and development projects of national interest to resolve developing technical issues, which affect the seizure and examination of electronic storage devices.

Travel Required

Occasional travel – 1-5 nights a month

Qualifications

You must meet the following requirements by the closing date of this announcement. 

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:

-Applying forensic procedures and techniques in order to analyze, research and/or evaluate information; AND
-Performing forensic analysis within the framework of an accredited forensic laboratory; AND
Conducting forensic analysis/review of electronic evidence including: digital and electronic storage devices, forensic media, computers, mobile devices and other related electronic items and documenting conclusions from it; AND
-Developing, writing, and editing forensic reports and/or presentations.

Specialized experience:
 For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes:

 Applying forensic procedures and techniques in order to analyze, research and/or evaluate information; AND
-Performing forensic analysis within the framework of an accredited forensic laboratory; AND
-Developing, writing, and editing forensic reports and/or presentations.Specialized experience:For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

-Applying forensic procedures and techniques in order to analyze, research and/or evaluate information; AND
-Developing, writing, and editing forensic reports and/or presentations.
OR
You may substitute education for general or specialized experience as follows:  
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. 
Combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
