We are seeking a highly qualified and motivated individual to serve as a Digital Forensics Examiner and be a proactive member of our team. The Office of Inspector General (OIG) for the General Services Administration (GSA) is one of the original OIGs established by the Inspector General Act of 1978.
This position is located in the Office of Inspector General, Office of Investigations. The work of the Office leads the OIG to improve the economy, efficiency and effectiveness of GSA programs by assisting in performing independent financial, program, and compliance audits; criminal and civil investigations.
The incumbent of this position serves as a senior IT Specialist with OIG’s Digital Crimes and Forensics Unit (DCFU) in the Office of Investigations, Intelligence Division. As such the incumbent of this position is responsible for the planning, review, performance and account maintenance of DCFU and technical investigative systems operations hardware and software.
The primary responsibilities of this position include:
- Providing professional leadership and direction for a broad mission by sometimes coordinating the team efforts of OIG DCFU personnel on tasks that focus on critical mission-related activities and issues- through systems analysis and examination efforts.
- Maintaining surveillance of significant developments related to assigned projects; preparing analyses of the implications of these developments and recommends program modifications.
- Functioning as the recognized Information Technology Specialist and expert in DCFU operations within the OIG and GSA by serving as technical expert on DCFU systems investigation systems software, analysis and administration.
- Performing needs analysis concerning systems serviceability and reliability; identifying needs and system requirements, including overall function; meeting with OIG team leaders, investigators, IT Specialists from OIG and GSA, and members of the JI staff for the purposes of obtaining and exchanging strategies and information.
- Providing expert or fact testimony in criminal, civil, or administrative proceedings and actively participating in key decisions that are the result of feasibility studies and trade-off analyses; participating in the development of procedures concerning database and system policies, software buys, hardware sustainability and maintenance and security efforts.
- Coordinating the work of others and providing conceptual and professional/technical leadership in support of various projects.
- Conducting and reporting on forensic acquisitions of a wide variety of digital-based evidence and performs comprehensive forensic examinations of the digital-based evidence, including e-mail systems and cellular telephone platforms, following industry established protocols, best practices, and agency policy.
- Documenting DCFU activities and maintain digital evidence, applying the Federal Rules of Evidence.
- Ensuring that new developments and/or system technology methods are applied; assisting in the major resolution of complex problems that can significantly impact the outcome of a project.
Occasional travel – Selected applicant must be able to acquire and maintain a government-issued travel charge card.

For the G-14 level: Applicants must have one year of specialized experience equivalent to the GS-13 level in the Federal Service AND have completed the Seized Computer Evidence Recovery Specialist (SCERS) course offered at the Federal Law Enforcement Training Center (FLETC) or equivalent and successfully passed the end-of-training competency exam AND completed at least one advanced certification related to the DCFU operations. Specialized experience in addition to that listed at the GS-13 level includes experience providing critical assistance in independent financial, program, and compliance audits; criminal and civil investigations; providing recommendations for modifications of programs and operational areas; and, working as a lead or senior member of a team in coordinating DCFU critical mission related activities.
OPM qualification standards state that for all IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
