Investigative Analyst
The primary purpose of this position is to perform duties as an Investigative Analyst and Forensics Examiner with primary responsibility for Digital and Multimedia (D/MM) examinations by providing the resident expertise on the receipt, retention and disposition of D/MM materials and evidence in support of the DoD Criminal Investigative Organizations (DCIO).
Responsibilities
- Serves as an investigative analyst and technical expert in the digital and multi-media (D/MM) forensic examination of materials and evidence.
- Develops and documents standards for measuring the efficiency and effectiveness of D/MM forensics by field investigative operations.
- Represents the organization on various inter-service and interagency committees/working groups.

- Requires the handling, processing and security of 400 pieces of digital evidence and 30 cases each month, handling 6E material, classified evidence up to TS, conducting investigative analysis and forensic examinations of materials and evidence
- Frequent travel is expected (>50%) and travel by regularly scheduled commercial or military conveyance, in accordance with Joint Travel regulations may be required in performance of temporary duty
- Employee must be willing and able to travel on military and commercial aircraft
- Considerable standing, bending, stooping and lifting of heavy items is required on a routine basis
- Incumbent must possess and maintain a valid state driver’s license
Qualifications
SPECIALIZED EXPERIENCE FOR GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of D/MM devices and systems to store, extract, analyze and target digital information or useful suspicious activity, threat, and criminal intelligence data for prosecutorial objectives; utilizing qualitative and quantitative methods for assessing suspicious activity, threat, and criminal intelligence data of criminal and/or terrorist activities; providing criminal intelligence to identify domestic terrorist and extremist activities, and criminal activities such as insider threats in support of the mission; planning and managing D/MM evidence submissions to identify problems and develop action plans to resolve causes and deficiencies; utilizing investigative policies and procedures to properly adhere to laboratory safety and quality control/assurance; and applying knowledge of rules and legal regulations of D/MM materials and evidence collection to ensure proper handling and storage of evidence and hazardous equipment.
SPECIALIZED EXPERIENCE FOR GS-13: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of rules and legal procedures of D/MM materials and evidence collection at crime scenes to properly package and preserve evidence submission and identify the relationship with different crime and evidence types; coordinating the examination of evidence, ensuring sequencing of exams, recommending evidence policies and procedures, and analyzing and recommending solutions to unusual and complex situations; applying knowledge of laboratory scientific and administrative procedures to establish and determine methods of analysis and ensure quality control/assurance practices adherence and report and testify results of examinations; interpreting findings of observations or tests and recommend modifications of methods and procedures to solve problems encountered and/or to improve the quality of results; and providing criminal intelligence to identify domestic terrorist and extremist activities, and criminal activities such as insider threats in support of the mission.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR GS-12: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of investigative analysis and understand complexities of forensics examination procedures for D/MM materials and evidence processing and preparing meaningful report of findings or conclusions as a technical expert and advisor.
2. Knowledge of the functions and responsibilities of the DoD Criminal Investigative Organizations (DCIO), to understand mandates as they relate to D/MM investigative analysis, forensic examination, and testimonial reporting. Familiarity with law enforcement investigative methodology in order to apply a high degree of originality and initiative in remote operating locations and field laboratories.
3. Knowledge and experience with D/MM principles, theories, concepts, methodologies and techniques, instrumental in the discipline of D/MM forensic examination, sufficient to solve a variety of difficult and complex work assignments. Knowledge of how devices store information and means for extraction to pursue analysis, examination, and reporting for prosecutorial objectives.
4. Ability to assist in instructing others in D/MM investigative analysis and forensic examination techniques and appropriate documentation procedures. This includes an understanding of the chain of custody and testifying in court.
5. Ability to communicate orally and in writing to provide accurate and timely documentation of case folders/reports and maintain liaison with customers is required. Must possess enhanced interpersonal communication skills to include public speaking and the ability to convey technical information to practitioners and lay personnel alike. Ability to assimilate with, and understand the diverse requirements of the various components, while remaining operationally aligned with the organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
